Certificate adoption
HealthCerts is a set of digital standards and schema for issuing digital COVID-19 test results certificates that are in line with international standards and the Singapore Government’s requirements. This document may be known as either a Pre-Departure Test (“PDT”) HealthCert or Vaccination HealthCert, and it should be authenticated and endorsed by the Ministry of Health for one to travel.

Entry Measures (for travellers entering Singapore from 1 April 2022 onwards)
For vaccinated travellers
All fully vaccinated* travellers can enter Singapore. No entry approvals and quarantine required — simply present a negative pre-departure test upon arrival. If
*Fully vaccinated travellers and non-fully vaccinated children aged 12 and below will be allowed to enter Singapore
Document requirements
- Obtain proof of vaccination and upload vaccination certificate onto the Vaccination Check Portal
- Travellers who had earlier recovered from COVID-19 and taken 1 dose of a WHO EUL vaccine thereafter must present acceptable proof of the first diagnosis date in addition to the vaccination certificate.
- Download the TraceTogether app and register your profile
- 3 days before departure: Submit SG Arrival Card and e-health declaration via the official and free e-service on the Immigration & Checkpoints Authority (ICA) website
- 2 days before departure: If entering by air or sea, take a COVID-19 Polymerase Chain Reaction (PCR) or professionally-administered Antigen Rapid Test (ART)
For non-fully vaccinated travellers
Currently, non-fully vaccinated short-term travellers are generally not allowed entry into Singapore except travellers with other valid entry approval (e.g. for compassionate reasons).
Document requirements
- Obtain entry permissions: Submit an application here
- 2 days before departure: Take a COVID-19 Polymerase Chain Reaction (PCR) or professionally-administered Antigen Rapid Test (ART)
- Upon arrival: Undergo a 7-day Stay Home Notice (SHN) at any pre-booked accommodation
- After completion of SHN: Undergo a PCR test
Quarantine
Fully vaccinated travellers can now enter Singapore on any flight without quarantine.
