Certificate adoption
- France has implemented the health pass for those who have already vaccinated against COVID-19, recovered from COVID-19 or held the negative test result.
- Also, the health pass has already connected with EU Digital COVID Certificate system that means EU citizens can enter France by showing EU Digital COVID Certificate (EUDCC). On the other hand, French citizens can enter all of EU countries by showing the health pass.

The health pass consists of 3-type certificate:
1. Vaccination certificate
2. Proof of a negative test within 24 hours
3. A positive RT-PCR or antigenic test indicating recovery from Covid-19 that dates back at least 11 days and less than 6 months.
Certificate format
A health pass can be used either digitally (through the TousAntiCovid program) or on paper presentation.

For general measure
- Travellers from EU countries will be required to complete the EU passenger locator form before entering France via this link. https://app.euplf.eu/#/
- Travellers from “orange” countries (please see on the remark section) will be required to complete the form before entering France via this link. https://passager.serveureos.org/
For vaccinated travellers
- Vaccinated travellers from the “green” countries (please see on the remark section) are not required to show the negative test result before departure and after arrival.
- Vaccinated travellers from the “orange” countries (please see on the remark section) are not required to show the test before and after arrival, but they are required to show the following documentation:
- proof of vaccination status; Since February 1, 2022, persons aged 18 or older wishing to enter France must have got a dose of additionally mRNA vaccine no later than 9 months after the injection of the last required dose in order for their vaccination schedule to be recognized as complete.
- a sworn statement verifying to the absence of Covid-19 infection symptoms and interaction with a confirmed Covid-19 case to enter France. For unvaccinated travellers
- Unvaccinated travellers from the “green” countries (please see on the remark section) must show a certificate of recovery (positive result of a PCR or antigen test performed more than 11 days and less than 6 months previously) or a negative result of a PCR performed less than 72 hours, or an antigen test performed less than 48 hours before departure (departure of the first flight in the circumstance of a connection).
- Unvaccinated travellers from the “orange” countries (please see on the remark section) are permitted to enter France for compelling reasons. - If unvaccinated travellers from “orange” countries are permitted to enter France with one of compelling reasons, they must follow these requirements:
- They must provide the transport company and border control officials the negative result of a PCR test within 72 hours of departure or an antigen test within 48 hours of departure (departure from the first flight in the occurrence of a connection).
- To enter France, they must have a sworn declaration verifying to the lack of symptoms of Covid-19 infection and contact with a proven case of Covid-19, as well as their willingness to accept a potential screening upon arrival.
- Upon arrival, they may be inspected. If this screening is positive, they will be required to self-isolate in line with the health insurance company’s advice. For children
- Children under the aged of 12 are exempted from any health measure.
For other measures
- All foreign travellers are required to show a short stay visa, long stay visa or permanent permit before arrival.

However, Since February 1st, 2022, travellers aged 18 or older seeking to enter France must have had a dosage of complementary messenger RNA vaccination no later than 9 months after the injection of the previous mandatory dose in order to be deemed completely vaccinated.
You may get your booster shot in France. To engage in social activities for the first 15 days after your arrival in France, you must present a negative Covid-19 test (within 24 hours) and wait for your Vaccination Pass to be activated.
The vaccination schedule is considered complete 28 days after receiving one dose of Janssen vaccine, 7 days after receiving a second dose of other vaccines approved by the European Medicines Agency, all required doses of a WHO-licensed vaccine not approved by the European Medicines Agency or an additional dose of a duly approved mRNA vaccine.
Border status
Partially open. Travellers from “orange” countries are not allowed to enter France with tourism purpose.
