Certificate details

These certificates include personal information such as the first name, surname, and birthday, as well as information on vaccination, recovery, or testing. Furthermore, these certifications are available in one of three languages: Estonian, English, or Russian.

Entry protocol

For general measure

  • Travellers from the European Economic Area (and Iceland, Liechtenstein, and Norway), Switzerland, the United Kingdom of Great Britain and Northern Ireland, Andorra, San Marino, or the Vatican City State are permitted to enter Estonia without the need for COVID-19 documentation such as a vaccination certificate, a recovery certificate or a negative test result.

For vaccinated travellers

  • Vaccinated travellers from countries outside the EU must provide proof of vaccination before entering Estonia.

For recovered travellers

  • Before entering Estonia, recovered travellers from countries outside the EU must provide their recovery certificate.

For unvaccinated travellers

  • Unvaccinated travellers from countries outside the EU must have a negative RT-PCR test result completed by a health care practitioner or an antigen-RTD test result certified by the European Union Health Safety Committee completed up to 48 hours before arrival in Estonia.
  • Furthermore, unvaccinated travellers with no symptoms who are travelling through Estonian territory on their way to their place of residency are not subject to any restrictions.

For other measures

  • Travellers coming from third countries who do not provide a vaccination certificate, a recovery certificate, or a negative COVID-19 test result conducted within 48 hours prior to crossing the border, or who do not conduct a COVID-19 test after crossing the border, have to self-isolate for 7 days.
  • Other exceptions from any restrictions include commodities and raw materials transporters, individuals related to international freight and passenger transportation, persons participating in an Estonian company’s technical work, providers of health care, diplomats, individuals arriving in Estonia as a result of foreign military cooperation, and individuals with special entry permission.
