Certificate adoption

Yes, The Swedish Government has decided that foreign nationals entering Sweden from outside the Nordic region must have tested negative for COVID-19, be vaccinated against the disease, or have recovered from COVID-19. The requirements depend on the country from which the foreign national is travelling.

The EU COVID Certificate contains necessary key information

  • Name
  • Date of birth
  • Date of issuance

In addition to information about

  • Vaccine against covid-19 (vaccine certificate)
  • Negative test result from testing for ongoing covid-19 infection taken within 72 hours before arrival (test certificate)
  • Recovery from covid-19 (recovery certificate)

These certificates must either take the form of the EU’s common COVID certificate, referred to in Sweden as a “covidbevis”, or an equivalent certificate


Certificate format

Available in digital format/paper format (with QR Code)

  • The digital version can be stored on a mobile device, or be requested from eHälsomyndigheten as a paper version. Both will have a QR code that contains essential information, as well as a digital signature to make sure the certificate is authentic.
  • Information in the certificate should be in the official language of the issuing country and English.

Entry protocol

  • Foreign citizens age 18 and above need to document that they do not have an active covid-19 infection in order to enter Sweden from another country than Denmark, Finland, Iceland or Norway. The test can be max 72 hour old regardless of departure country. The EU Covid Certificate will also be accepted for entry from any country. Sweden will always apply entry regulations according to the last country you enter from, even if this is only a transit country.The decision is currently in effect until 31 October 2021 (inclusive).
    The requirements depend on the country from which the foreign national is travelling.
  • Swedish citizens
    • Can enter Sweden.
    • Exempted from the requirement to present a negative covid-19 test, or document vaccination or recovery.
    • Should follow the Public Health Agency of Sweden’s recommendations.
  • Foreign citizens who are residents according to the Swedish Population Registry, hold a valid residence permit, residence right or residence status.
    • Exempted from the entry ban.
    • Exempted from the requirement to present a negative covid-19 test, or document vaccination or recovery.
    • Should follow the Public Health Agency of Sweden’s recommendations.
  • Entry from Denmark, Finland, Iceland or Norway
    • Exempted from the entry ban.
    • No requirement to present a negative covid-19 test, or document vaccination or recovery.
    • Does not need to follow the the Public Health Agency of Sweden’s recommendations after arrival if no symptoms are present.
  • Entry from an EEA* country, except the Nordics
    • Needs to present the EU covid certificate in the form of certificate documenting that the holder has been vaccinated against covid-19 (vaccine certificate), or has a negative test result from testing for ongoing covid-19 infection taken within 72 hours from the time of border crossing, or has recovered from covid-19 (recovery certificate), or presentation of an equivalent certificate.
    • No further entry bans are enforced.
    • Should follow the Public Health Agency of Sweden’s recommendations after arrival.
  • Entry from a non-EEA* country (incl. the UK)
    • Must be covered by at least one exemption to the general entry ban or be fully vaccinated and hold a vaccine certificate from a so called approved country.
    • Negative test result documenting that the holder does not have an ongoing covid-19 infection, is required, max 72 hours old or EU:s covid certificate or a vaccine certificate from a so called approved country.
    • Should follow the the Public Health Agency of Sweden’s recommendations for everyone travelling to Sweden from abroad regardless of symptoms.
  • Test after arrival
    • Everyone should follow the the Public Health Agency of Sweden’s recommendations for everyone travelling to Sweden from abroad regardless of symptoms.
      The following categories do not need to get tested after arrival to Sweden:
      – have travelled inside the Nordics
      – is fully vaccinated with two doses since at least two weeks
      – has had covid-19 during the last six months children under six years old.
    • You should, however, get tested like everyone else if you develop symptoms of covid-19.
  • Recommendation for all travellers to get tested for COVID-19 after arriving in Sweden
    • The Public Health Agency of Sweden recommends that anyone who is 6 years of age or older take a PCR test after arriving in Sweden from outside the Nordic countries. This includes Swedish citizens and the recommendation applies regardless of whether you have symptoms or not.

EEA* = EEA countries include Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia and Spain.
Switzerland, Andorra, Monaco, San Marino and the Vatican is not part of the EEA, but is included in the term EEA* on this page.
Their citizens are included in the term EEA*-citizen. From January 1st 2021 UK citizens need to be covered by an exemption in order to be allowed to enter Sweden.

Border status

Partial open. Due to the rapid spread of COVID-19 new variants, authorities in Sweden imposed a ban on non-essential travel from arrivals from countries outside the European Union or the European Economic Area that will be kept in place until at least October 31.
