Certificate adoption

Yes, Japan began accepting applications for vaccine passports from July 26 for people who have been fully inoculated against Covid-19 to travel internationally. The documents will exempt them from border control measures, including mandatory quarantines, in some countries.

Certificate details

The certificate, to be issued by municipalities using the central government’s records, will include the holder’s name, birthdate, passport number, date of vaccination and the vaccine manufacturer in Japanese and English.

Entry protocol

Foreign nationals who are entitled to enter Japan as those with special exceptional circumstances are required to apply for an appropriate visa. Please see the website of Immigration Services Agency to be informed of the detailed cases of special exceptional circumstances.

All travelers including Japanese nationals have to submit a certificate of negative test result conducted within 72 hours when entering Japan. Those who do not submit a certificate of negative test result will be denied entry into Japan in accordance with the Quarantine Act.

Travellers entering Japan on an international flight, including those in good health, must quarantine at a location designated by the quarantine station chief (such as their own home) for the 14 days following the date of entry, and cannot use public transportation during this period for any purpose including travel from the airport. Public transportation from the airport also includes Japan domestic flight connections.

Moreover, Japanese and Foreign nationals arriving from Thailand are requested to stay for 3 days at specific facilities designated by the chief of the quarantine station and then required to take the COVID-19 tests on the third day. Those who have negative result in the test may leave the facility and are requested to self-quarantine at home during the remaining period of 14 days after entering Japan.

Border status

Partially open. For the time being, foreign nationals who have stayed in any of the following 159 countries/regions within 14 days prior to the application for landing are denied to enter Japan in pursuant to the Article 5, paragraph (1), item (xiv) of Immigration Control and Refugee Recognition Act, unless special exceptional circumstances are found.
